Outdoor Wood Boiler

A complaint comes in about a newly installed Outdoor Wood Boiler. This “outside the home heating unit” emits a large amount of smoke.

You again look at the flow chart and at the statutes and any reference material.

As of November 9, 2007, no Outdoor Wood Boiler (OWB) may be used unless it meets the regulations established by the Maine Department of Environmental Protection. This rule is titled Control of Emissions from Outdoor Wood Boilers, identified by the Secretary of State as: 6-96 CMR 150, and can be found at http://www.maine.gov/dep/air/regulations/docs/chapter150final.pdf.

 

Highlights of the Control of Emissions from Outdoor Wood Boilers Rule

  • Prohibits the burning of other than clean wood
  • Specifies horizontal setback distances, particulate emissions requirements, and smoke stack heights
  • States that if an abutting residence is located less than 500 feet from the outdoor wood boiler, the OWB must have an attached stack height 2 feet higher than the peak of the roof of the structure being served by the outdoor wood boiler
  • Contains a nuisance provision prohibiting the operation of an OWB if visible emissions totaling twelve minutes in any hour, that cross onto any land or buildings immediately adjacent to a dwelling or commercial building not owned by the owner of the OWB.
